Choose the first phase by the risk.
Start with the gate when uncontrolled vehicle access is the main problem.
A driveway, commercial yard, parking lane, or private road may need a clear vehicle checkpoint before the full perimeter is rebuilt. That can mean a manual gate, automatic swing or slide gate, or a barrier arm where traffic control matters more than physical security.
The opening still has to account for vehicle approach, stacking, sight lines, grade, snow storage, operator location, power, safety devices, visitors, and emergency access. A gate placed only where the driveway happens to narrow can create a terrible daily traffic pattern.
Start with fencing when the boundary is the weak point.
If people, animals, equipment, or vehicles can easily bypass the proposed opening, a gate alone will not create meaningful perimeter control. Fencing can define where access should occur, close vulnerable edges, protect equipment areas, and guide movement toward the controlled gate.
Visibility deserves a deliberate decision. Open metal or chain-link fencing preserves sight lines and can support surveillance. Solid screening adds privacy but may conceal activity and increase wind exposure. Neither is automatically more secure in every setting.

Automatic gates need more than an opening between fence posts. Gate posts and foundations, swing arc or slide run-back, conduit, operator pads, access pedestals, photo eyes, loops, safety edges, stops, catch posts, and manual release all occupy real space. Planning them after the fence is complete usually creates compromises.

A fence post in the gate run-back, missing power conduit, poor vehicle stacking, or an opening that fights the grade can cost more to correct than coordinated planning would have.
